Instead of having to ask others for the file, it's nice to have this tool: http://www.gtagarage.com/mods/show.php?id=6464

Simply put in your GTASA installation disc and let the tool extract the old, untouched gta3.img - if you want to restore just one file from inside it, rename your modded gta3.img to gta3.img.old, then extract the restored gta3.img, pull out the file from your new gta3.img and put it into your old one... Then delete the new file and rename the old one back.
