I would assume you can search the american.gxt with a gxt file editor for anything related to the ISB, and blank it out

Can anyone give me the name of gxt editor program? im go sleep now and in the morning and want edit american gxt but i never does it before

Google "gta gxt editor" then use that to open your .gxt which is in your TEXT folder *in the vice city folders*

you'll have to search through it to find the isb then delete the text and save the file.

*alternatively, you could ask someone with SCM knowledge to remove the code from there*
