GFX Card or Monitor?

So uh, every once in a while my screen will gain this blur to the right on everything. It shows up most with a dark background and light text (ie: GTAS)

Here's a little example I whipped up in photoshop:

Try using the auto adjust feature on your monitor. There should be a button on it somewhere.

The problem is way deeper than that, my friend

That happens on my brothers monitor. His problem was either the cord or the slot for his uhh monitor thingy.
(if you mess around with the cord it'll fix.)
So try using another cord.
