To put your pcj skin u need to have IMG tool .

I don't know if it's only for SA because I only tried Flat Face's tutorial on SA, if that doesn't work go to your Vice City folder and open the Data folder and there, open the carcols in notepad and find the PCJ600 line, copy this and paste it and replace that whole PCJ600 line:
pcj600, 1,1, 1,1, 1,1, 1,1, 1,1, 1,1, 1,1, 1,1
But I'm sure Flat Face's tutorial works, it's just I don't know shit about VC.

But you need to go to the carcols file and change the pcj's line to :

255, 255, 255
