Update: tried installing Linux and it has the same problem. It reaches "loading kernal 100%" and it stays like that. I'm guessing a problem with the hardware?

Possibly a dodgy cd drive. If your computer supports being booted off a usb drive, there are workarounds for it. Check in bios to see if USB boot is an option.
