how do you crop the video into a circular form with FEATHERED edges?

yeah, using vegas... cookie cutter?nah, tried it. . .

any help pls?

Use the Mask Tool when you click the Pan/Crop button.

I would use the cookie cutter, it's very easy to do what you're explaining with it.
