my 256 MB 7950 GT plays all games on max at 1680x1050 just fine
320 MB would be good enough, but if he wants to spend an extra 100$ just to be really safe he can if he wants

I doubt a 22" would even fit on my desk, I barely have room for my mouse and speakers as it is.
Especially an LCD that I can only see from a certain angle.
