LAG related question

This is being asked on behalf of a friend.

There is something wrong with Vice City...whenever I try to play, there is a massive amount of lag.  It definitely has nothing to my PC, as I can run Oblivion on fullscreen with the graphics turned up full and still have it running smoothly.

- First the mouse doesnt always work, either clicking or moving camera

- Sometimes other buttons dont work and I have to pause and unpause it to make them of use

- Then eventually it just freezes completely

- Usually when I get into/onto a vehicle

I'd go ahead and run a virus check, just to see if there isn't anything in the Vice City department. Hey, it's a wild shot but worth to give it a go. If nothing else works for you, you'll have to resort to reinstalling it...
