Found up the simplest way in how to reproduce ICy's CC in his latest video VAST.
Can be done in any software(AE,Premiere,Vegas)
Original pic:

Now Add:
Color Curves
-RGB

-Red

Now add some contrasts and maybe some blur by your preferences.
