Advanced Colour Glow Effect

Okey, let's start from Creating 3 layers with same Clip on all of them.

Next add "ADD" Compositing Mode on 1st layer.

Now add "Hard Light" Compositing Mode on 2nd layer.

Now change opacity of 2nd layer to 50%

Now add "Radial Blur" effect with these settings to 1st layer clip.

Now add "Glow" effect with these settings on 2nd layer clip.

Now add "Levels" effect with these setting on 3rd layer clip.

Now make this little Movement in Pan/Crop tool to 2nd layer clip (It will give you a little Double Blurry Effect).

Now, we need to make this Colour Glow effect have Colour LOL.
Add "Colour Balance" to 1st layer clip (I use Blue HighLights Colour).

That's All, now you will get effect like this one:
