IV Support / GTA IV is laggning ?!

I have 2 problems with GTA IV

1. i can´t change the graphic settings
2. the game is laggnig

-3gb NVIDIA GTX 570M
-8 GB RAM
- i7-2670QM
-windows 7 ultimate - 64 bit
