I've never heared about this problem but you could try out several things. First of all delete GTA once again and check your computer for any remaining files such as registery entrys and stuff. Then try installing it again and maybe try another patch or so. If you are using any crack this may be the cause. It may not fit your patch or something. Just try these things out and tell us the results.

I tried it and I've found out that bumping the fence is impossible cause you always bail while hitting the stairs above.
