All Beast started making it long time ago, but he only made the Liberty Statue island (see Upsurge's intro). It just takes so much time and then there are so many bugs which you have to waste another bunch of time to fix, so I guess no one would even bother to make the whole map.

You would be surprised how many people do care about the old GTAs. The new VCMP client and the new stuff you can do in it, is just a small example of that.
