Can anyone tell me what's the use of Color Balance FX? And how do we or when do we use it?

if u have too much blue/green/red in the image u can use the color-balance to make it look balanced(how the name says) again, for example if you have too much Blue in the image you will need to lower the "Blue" inside of the Color-Balance

It's the ability to change RGB to any combination you want to give a whole new color to your video, while also having the ability to make that change affect highlights, shadows or midtones.

So its a basic color correction tool, yes.
