You can easily make something like that with some color corrector and saturation adjust already. I'd make it for ya but I can't record with shitloads of BUGS (http://www.gtastunting.net/index.php?topic=57207.msg1136860#new) in it.

Adjust the midtones to a red/pink colour, boost up the highlights/shadows and work with colour curves until you get the right level of contrast/brightness.
