I find a packer and i cant lower the back thingy down.... does anyone know how to do it?

It can't be accessed from the ground.

Packer in IV sucks more the in GTA 1, 2, 3, VC/LC/SaiVc,SA....

The Packer in GTA IV is so fucking stupid. For what do you need a damn Packer when you can't even lower the ramp?

I guess if P2B were possible in GTA IV you could reach insane highs  probably Rockstargames saw this forum and made it to let us die noooooooooooooooooo
