Title: Problem with "Balloon Tooltips"

When I got this computer I never could see a "Balloon tooltip", those things that pop up when "network cable is unplugged" or some shit. I never could see them since I got this computer, and I have reformated it once and still havn't seen it, so anyone know what the problem is?  

It's not a huge deal since I havn't had them for over a year but it'd be NICE to see who signed on xfire without opening xfire up and guessing. >_>

Get Tuneup Utilities 2008 (http://www.tuneup.de/download/), you can change it there.

Press on the link above, then look for the button "Download starten", just press there and download the program.
