Um no... FL on is 25fps and fl off gives you a lot more, you can't adjust it in my knowledge

Alright thanks for the fast reply. The problem is that the computer I'm stunting on goes about 150 fps and makes replays really slow and makes them really fast without it,

Actually, you can. But it takes EXE hacking if i'm not mistaken.

Just fraps the shit with 15 fps (set that on fraps) and then speed the clip up im Vegas. Look at Theftman's first GTA vid tutorial for more info on that.

Only double speed. (And double on that and so on..)
But how does it work with Vista? Can you set the speed more exactly there?

That is correct. It can be acheived through editing the in-game memory once the game is loaded (i.e. A trainer), or alternatively editing the actual exe.

If you take the memory editing approach, then the memory address of the value (representing the frame limit used when the frame limiter is on) is well known and documented for both games (VC and SA), over in the respective Memory Address topics over at GTAForums.
