What do I use to watch attached files on here like .rep or whatever because it's not recognized by Windows Media Player or Quicktime or  anything else...

Uh...GTA?  Rename the replay file to 'replay.rep' and put in 'My documents\San Andreas user files', then press F3 ingame to watch it.

Or Vice city user files, Liberty city user files

I dont play anything on PC...
