Uhm yea, I try to open taskmgr.exe by clicking CTRL + ALT + DEL and gets a message saying "Task Manager has been inactivated by the adminstrator"
I dont get this, since I am the admin on this computer, and i hasnt inactivated anything... what to do?

You got a virus, theres a virus that disables task manager, theres a registry key somewhere on the internet that can get it back, try a google search

There is a registry hack to enable or disable Windows NT TaskManager. The same registry
hack applies to Windows 2000 and Windows XP.

1. Click Start -> Run. Type in "regedit" (no quotes) and hit Enter.
2. Search for HKEY_CURRENT_USER -> Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ System.
3. Look for: DisableTaskMgr. Click on REG_DWORD. Value: 1=Enable this key (disables TaskManager); Value: 0=Disable (actually enables TaskManager)
4. Close RegEdit
5. Reboot your machine.
Let me know if this works .

And as I mentioned above, since the policy is Remove Task Manager, by disabling the
policy, you are enabling the Task Manager.

or startup system recovery or how you spell it and then reset it to the last time it worked then restart your pc and tada it works

The method I posted is the easiest and quickest way to do it, thats what I used when I had that problem, solved it in three minutes.

I cant test it, because apperantly my registrery editor is inactivated too.

If you cant get regedit to open, your basically screwed. Backup files, reinstall windows
